It's close enough. The US Virgin Islands are an insular area of the United States.

In Olympic terms, no.

They have his own Olympic Federation. See Tabarie Henry from Texas A&M or NBA Player Raja Bell.

Tim Duncan is also from USVI but he opted to play for USA.
