He took one step on the inside of the rail on the last stretch but didn't pass anyone. Can that get him DQd?
Or do you have to get an advantage?

Waiting to see the results too. He should not be DQ because it happened in the straight not curve and it was an effort to stablize himself not gain advantage.
He shouldn't get DQed for that.
Unless the rules have changed, you have to take three consecutive steps inside the rail.
IAAF rule is two consecutive left foot infractions. One is legal.
high school: 3 steps
NCAA: 2 steps
USATF & IAAF: 1 step (implied by the wording)

Read Dan Dan's response.
Haven't seen the race but if the above is an accurate description then Lagat is legal according to the iaaf rules:
If an athlete either:
(a) runs outside his lane in the straight, and no material advantage
is gained or
(b) runs outside the outer line of his lane on the bend, with no
material advantage thereby being gained,
and no other athlete is obstructed then he shall likewise not be
disqualified.
They haven't DQed him
Even if it is inadvertant 2-3 steps at point in a race, rarely is someone disqualified; if you do that a second time in a race, that's when they get you.
I say rarely, not meaning never because I can think one instance 2 years ago.
I also saw the step. It was just one step but it did happen in the final straight. Without it Lagat would have probably fallen on the infield and not qualified. So I'd say it gave him an advantage.
He hasn't been DQed. If someone protested he could probably claim that he was bumped in some way.
Not exactly a clean race for him. He will need to be much sharper tactically in the final.
The question is whether he gained an advantage by stepping off the track. He was trying to pass someone where there wasn't enough space to do so. Eventually he succeeded in getting by, but that came a little later than when he stepped off the track. So a generous interpretation (which apparently prevailed in the minds of the officials) is that he didn't gain an advantage from stepping off.
