I have been hearing about all these aussies going to USA with track sholarhips, most of them 14.30 and quicker 5k runners, I can run 3.55 1500m and 8.25 3000m, would that be good enough for a full scholarhip anywhere?

Full rides are hard to come by. I'm sure you could get at least some money to any school in the country as long as your grades aren't bad though.

8:25 is certainly fast enough to get a full ride from somewhere. Most 9:00 two milers in the US can get full scholarships from all but the top D1 programs.
Being a foreigner actually helps you. It improves their diversity for their PR

I've been able to help a couple of Aussies get a full ride. Use berecruited.com and u can search for all the schools and what they offer. Your times are good enough to get close to a full ride, if not a full one
Those times are absolutely good enough for a scholarship and probably full. They are not quite good enough for him to "pick and choose" where he wants to go (some top schools already have better than that and would pass as we know that full rides are limited) but many other schools would gladly offer him a full ride.
Villanova has a good recent history with kids from Oceania and they have a good relationship with people like Nic Bideau. Try there.
