You need around 3:48-3:50 mile speed to do that. Rupp is simply not that kind of runner. He is very effective at 5k and above, that where he will most likely make an Olympic or WC final.
In this day and age everything over 3:53 for the mile does not really impress. Ten years ago the fanboys here would be jumping up and down if such a time where run.
For Americans the time range from 3:46 and 3:53 generate real excitement. Running 3:54 and over just seems like another decent elite time.
