Obvious not as a carry-on, but is it safe to put it in cargo? I'm talking tower, monitor, peripherals, everything. Maybe if I took the hard drive out and boxed everything up in styrofoam, etc. What do u think?

If you are going to take the hard drive out then you might as well take out the DVD drive.
Sure, why not? Computers are everywhere, so they get faulty everywhere. And therefore every single piece of hardware imaginable is right now being shipped as a spare part by air cargo.
The hard drive, properly powered off, should be in "park" position anyways.
I'd send it, if really time critical, by parcel service and would never pay passenger-freight-charges.
And I'd get me a spare/cheap monitor at the destination.
