I'm watching sportscenter on espn 2 and I just saw the college game day guys do a promo for a new segment. The set up went something like this ...and coming up a new segment from the college game day guys called "The week that was in college basketball". Is this a normal phrase that everyone uses or something? (the week that was) The only time I've ever seen it was on Letsrun.

It's a pretty common phrase. I know that it dates back at least to the 1960s, when there was a British TV show called "That Was The Week That Was".
