How can you know that a runner can't break 50.6 in the 400m? You can know that the runner hasn't broken 50.6, but whether or not they can is a different question.
You're absolutely right - I can't know. However, let's say, though, that we're talking about his current PR's of 50.09/48.6r and whether or not he "can" go faster. When a guy says things like "I'm starting to wave the white flag" (for the 1:44.3 NZR) or "I'm just not quite sure I have the speed," he sounds like he's mentally given up on that (or he's read Sun Tzu and is full of crap). But - you're right. He's only 28.
