Because the OTC is located in the US, they can only train runners that will run for the US? Where is that rule written?

Wow. Sally has arrived. She can be counted on to solidy run sub 31 and sub 14:50. And two seconds behind Vivian Cheruiyot is very strong.
Should? Who says they should? Are they funded with US tax dollars? Their coach isn't even an American. Give me a break. It's a goddamn track club, not the US Olympic training center. If it were the latter, then I could see your beef. However, it's an independent track club funding by a company that just happens to be located in the US. They should do whatever they hell they want and train whoever the hell they want. You should shut your pie hole.
When it started originally I thought it was for the Americans. A place for them to train post collegiately in hopes of making it pro and to the Olympics. I know Salazar's goal at one time was only to train American's to be competitive at the world level, and now he trains a Brit, so he's stance no longer stands. It's called a World Order and no boundaries exist anymore for Americans, just other countries have boundaries and nationalism. But no surprise with Salazar as his word has always been worthless and untrustworthy.

sally definitely said she wanted to run for the US in the past.
she's awesome - she sounds and acts like an American - I hope she comes on over for good.
I think KAA would be hard pressed not to put Sally on the team after such as great performance, but finishing 2nd at the trails is not a guruantee...she still has to be selected. Also, even if she is put on the team, she can be deselected if she has a couple of bad races leading up to Deagu and someone else has some good races who may not have even participated in the trails especially if that athlete is a member of the Army or Police.

On a side note, this says a lot about the quality of the OTC program when when they can put an athlete on the Kenyan team.
AK has publicly stated that the 2 top spots at this year's trials are automatic slots on the team -- that they would use their usual "process" for selecting the third spots.
For those who seem to think they see a contradiction in Sally's statements on acquiring US citizenship, have you considered the possibility that she isn't think of this as something related to running but as something related to her post-running life? Because Kenya now allows dual citizenship she can become a US citizen and continue to run for Kenya for as long as she wants. Sally doesn't seem like someone who sees life only in terms of running, and I suspect she doesn't see her future citizenship that way either.
Funny how the article calls her a "newcomer" while we've seen her at the forefront for 6+ years.

She reversed her earlier claim, she's no longer seeking to compete for the US. Oregon Track Club has never been about supporting foreign competitors before, kind of weak that they take the cheap route with foreign ringers now. Are the folks in Eugene really behind this idea? US track clubs should not become training groups for developing foreign elites. You want to become American? Great, get your citizenship squared away first and then you can come on board.
