I would assume it is because Oregon State has standards:)
University of Phoneix and the like are good at milking federal financial aid dollars. They have something like a 16% graduation rate. How much of that is their fault (i.e. accepting anyone who has cash) and how much is the student (i.e. you are not looking at 18 year olds whose only job is college and have parents paying for it) is debateable. What U of P is great for is for jobs (mainly government) who give raises/bonuses to people with degrees (get a masters, you move up 2 pay grades). For those people it doesn't matter where the degree comes from, just that they have one.
