In your mind, what would you call a respectable time for a runner, non elite. Just a local road scene guy? Lets do 5k, 10k, and Marathon. And respectable would be what you consider good, but not great.

Up to 10k anybody that can run 5 minute pace. Marathons are only for hobbyjoggers.

38's for 10K
male or female
My thoughts for males at 5k:
19:00-18:00 -- respectable
18:00-17:00 -- very respectable
17:00-16:00 -- competitive runner
16:00-15:00 -- good competitive runner
15:00-14:00 -- excellent competitive runner
14:00-12:36 -- elite runner

For open males on the local road scene, I'd say the following ranges cover 'OK' to 'pretty good':
5k - 16:15 - 18:30
10k - 34:00 - 38:00
Marathon - 2:45 - 3:05
Open females:
5k - 18:30 - 20:45
10k - 39:30 - 42:30
Marathon - 3:12 - 3:30
No real science there.

I've generally found that people find times that are just a little off their PRs to be respectable, and are impressed by times a little faster than their PRs.
So, 18 minute guy is impressed by 17 minutes and finds 19 minutes to be respectable. 14 minute guy finds 14:30 respectable and is impressed by 13:30. Bekele probably finds sub 13 to be respectable and is not much impressed by anything.
haha bekele must be pretty bored with other runners.
non-serious runners
5k: 21 and under is respectable. People who can run sub-7 pace for 5k are not that bad at running. Most people have trouble cracking 7 for a single mile.
10k: 45 and under I see results over 45 as rather poor. Runners under 45 are not jogging at least.
marathon: 3:15 and under Runners with these times are at least going for it. no jogging, nearly the Boston standard
more serious runners:
5k: sub-17 is respectable. For very serious runners, no more than 16:00 is respectable.
10k: sub-35. very serious- sub-33
marathon: sub-2:40. close to 6:00 pace, things go wrong in marathons, so this offers some freedom.

I knew I was "respectable" and this proves it. Now that I have the respect of letsrun.com I can stop running, my running career is now complete! After this mornings 14, I was not looking forward to tomorrow's 12 anyway...
