Shoe was available for sale primarily in India. It was subsequently
linked to a depressed man who went missing in early 2007.
WTF. I feel bad for those of you who live in BC/Washington.
tl;dw, did the authorities catch the guy or have any leads yet?
This was been in the news awhile back.
Turns out that when somebody drowns at sea and the person's body starts to decompose and be eaten by all the critters out there, the shoe gives the foot some protection and also floats whatever remains inside it.
So it's unlikely that the feet that have been found have been severed by another human. More likly is that the rest of the body has decomposed and then the foot floats into the beach inside the shoe while the rest of the body (What's left of it) sinks.

(09-15) 18:56 PDT -- A running shoe apparently washed up on San Francisco's Ocean Beach on Sunday morning - which wouldn't be news except that inside was a human foot.
And later in the story:
The remains were inside a green-and-black-mesh Puma running shoe, size 11 1/2.
