FB Bball only ? It won't affect TF/XC at all.
They specifically mentioned ALL sports.
They can invite all sports. But each sport decides on it's own. Volleyball, Soccer, Gymnastics, already are in their own non-FB conferences. T&F and XC will have to make their own choices.

What are you talking about? Also, CU does not have gymnastics.

It might not be as simple as "every sport decides on their own," but they certainly do not all have to be in the same conference. Ever heard of Johns Hopkins? They play in Division I in lacrosse and Division III in everything else, and their sports are in separate conferences too.
Stanford Men's Volleyball and Men's Gymnastics do not play in the PAC anything. Those sports have separate conferences.

Just to be clear this is because the Pac-10 does not sponsor championships in those sports.
MVB and MGYM are scholarship, full NCAA, non-club sports. each college sport decides on their own if the want to be in a conference. so T&F at CU, TX, etc. can join the SEC or Big 10 if they want.
the chance of being with the 16 top sports schools in the NCAA might be too much for TX and CU to pass up. the PAC thing will replace the BCS for the football teams.
in one fell swoop the playing field for PAC T&F/XC teams has been leveled by the creation of this new PAC. it is a monumental event because the West LA / Beverly Hills giants that are behind the PAC are 1,000 times bigger than Nike/Adidas. they dwarf Portlands influence on UO/UW.

Please understand that each sport does not decide where it is going to affiliate itself. The Athletic Department decides, with input from the coach(es) of course. Many sports like ice hockey and gymnastics (particularly men's) and men's volleyball are not widely played sports all over the country. Even lacrosse has some strange affiliations where every member of the ACC has lacrosse teams (thus the ACC sponsors a championship), but only a few SEC teams play lacrosse, so the conference does not sponsor a championship.
So, the schools in the BCS conferences are pretty much all sports in for that conference, unless they sponsor additional sports, in which case they will affiliate with a specialized conference.

For Football and Basketball which is odd because both teams suck.
Each NCAA sport is different so the teams decide individually which conference they want to be in. They don't have to go with the football team. With the PAC16 the NCAAs top programs will all be in the same conference so most sports would likely choose the PAC16 conference. But Womens VB, Mens VB and Mens Gymnastics for instance has their own conferences. The PAC16 is intended to replace the BCS for the member schools. So other teams many want to join the PAC16 National Championships playoff brackets. We'll see how it goes. The possibilities are endless.
Well, and football has had a host of other institutional problems, what with all the team-funded drunk fests and rape accusations and everything. For a school full of so damn many hippies, that football team sure does behave like an old SWC team or SEC team of old.
Not great news for CU teams on any level. They will never win a conference football title again nor even their division. They will also continue to be a cellar-dweller in basketball. And forget about any hope of a conference t&f or xc championship. It should mean greater revenue for their debt-strapped athletic department, though.

THIS is the answer. Each sport does NOT decide their conference.
The most important development which will be announced is the PAC-16 football brackets in December leading to a championships game on New Year's Day.
I can't wait to watch another 10 years worth of mediocrity from my alma mater. CU needs to join the Mountain West where they still might not be competitive
espn is expecting an announcement tonight that CU is joining the pac10
it's only FB and B-Ball for now. the other sports at CU will decide later.
