Is the person male? If so, yes.
They might not be liars, it could be that they usually soften their responses.
So usually it goes -
"Hey I borrowed your car but forgot to fill up the tank, I'll do it next time."
"I wish you had filled it, but OK"
But sometimes -
"Hey I borrowed your car but forgot to fill up again"
"I'll be honest with you, I'm pretty pissed about this"
So response #1 isn't a lie or stretch of the truth, it's just a softer response. Then they bust out "I'll be honest with you" or "I'm not going to lie" to indicate they are about to be fully candid.
I actually do that quite a bit, but I'm a very honest and up-front kidn of person, so when I say, "I'm gonna be honest with you," I want the person to know I'm not beating around the bush or sugar-coating anything. I'm being straight up.
People who start a statement with "I'll be honest with you" or "I'm not going to lie..."
...should just be punched right in the face before they can say anything else. fvcking say it. besides who wants to speak like simon cowell?

When they start a sentence like that it implies that all of their usual statements are not honest.
I'll be honest, people who use that phrase aren't worth their weight in salt.

I hear this all day long and it drives me crazy. I hear it so much that I almost accidentally started a sentence that way today. Luckily I caught myself and immediately punched myself right in the nuts to train myself otherwise.

It is usually the same people that start their questions with " Be honest with me......, are you going skip class"? or Just tell me the truth..... am I really your friend"? or "Can I ask you something truthfully, are you gonna eat that"? and the worst one I hear people start a question with " I just wish you would be honest with me about going out with her or not"?
Starting a statement with " I'll be honest with you" or " I am not going lie"..... are people trying to say they are going to be as forthcoming as possible with what they are about to tell a person. We all speak to people based on the relationship we have or do not have yet with them.
That means many times we will "candy coat" or wear "baby gloves" when unpacking certain topics with different people. You certainly would not tell your Grandmother about your date last night in the same way or detail as you would your closest friends right?
