Yeah, it's the $5 entry fee that's keeping the teenagers away.
More interest? Move all major meets to Las Vegas and allow live betting, just like the horses. Probably very bad for the sport, but that's a surefire way to increase interest and salaries 10x overnight.
I've been to loads of hs and college meets as my sister was a great runner. Track meets are way, way, way too long. They're the lovechild of baseball and golf. There should be 5 running events with no more than 2 prelim heats of the sprints: 100m, 100m hurdles, 400m, 800m, 1500m and steeple chase with 2x the jumps. 3 minutes between events. Add in the field events running concurrently with 3 tries max and you have something watchable.
