They do. But they black it out usually. You see Dish repackages the live Ku-band feeds from their center in Wyoming based on then contract they have with each channel. There's a few other way to get those feeds. Use a big 9-12 ft diameter dish and Ku band gear. Tap into the analog optical fiber transmission landline feeds that local TV stations and R&D laboratories have. Or access via the research internet aka Abilene 2.

In the thousands. Look on eBay or google. You'll need a C-Band receiver dish. Ku band later if you are serious. This can become an expensive hobby so meter your interest ;-) You need space in the backyard to put up a big dish. I had a big dish before but moved and never setup another one. At my job I have access to big dishes at Cable TV headends, internet: Abilene 2 / Juniper / Sun Micro Sparc Servers, long haul optical fiber DWDM for motion picture post production video, plus my radio club gets me access to many industry assets. But believe it or not I don't own a TV nor own a cell phone.
