Yes he is. While he is very old school, he has done a great deal for track in CT. First he was an outstanding coach at New Britian and then he started his timing business. He started the hept/ decath/ hammer and steeple and made them state events. He got a great track facility built in New Britian and he was cutting edge of technology in timing. He is very ill right now and our prayers should be with him. He may be very loud and gruff, but he spent his entire life trying to help others.

I've heard a lot about him throughout the years, but don't think I've ever meet him or at least not formally. I hadn't known about him being the one to implement the post state events you mention (hept/decath/SC/hammer) and I've always thought that Connecticut was really cool for having state championships separate from the state meets in those events.
I know there's also the Irv Black Invite formerly known as the Trinity Invite at Trinity College every April, but I think that was renamed in honor of him.
