Yes, there's lots of people who, for whatever reason, survive with just one lung.
pneumonectomies (entire single lung) and lobectomies (part of lung) are performed all the time for lung cancer and people do just fine. They are unlikely to be marathon champions, but if young enough, their other lung is healthy, and trained right, should be able to run a marathon.
