During recent tempos I'll be cruising along at 5:30 pace but have hard time accelerating to say 5:20 pace. My legs feel 'locked' into 5:30 pace and just stay there.
What should I do to be able to fix this?

Bump.
Do you do strides? hill sprints?
cut them off and use carbon fiber legs
Mile reps in 5.20
800's in 2.35
400's in 1.15
200's in 35
etc etc
