9.69 is also the time that he ran at the Olympics, which people watching Sports Center commercials are likely to be far more familiar with (as opposed to his current WR of 9.58, or Gay's 9.69). Then, if we assume the commercial is referencing his Olympic run, it makes sense that he's saying "I let up," as people would also likely still remember that image of him celebrating before the line.
But why would that be a slow day? The 9.69 at the Olympics was the WR at the time.
It was a slow day because the world record is .11 faster. Gay is the only other person to run under 9.70, so Bolt just says "a little".
It's slower than his WR, but is the second fastest time ever run, but for him is a slow day. Simple.
