Depends on your budget and needs. A prime 300 mm f2.8 lens is nice, but big $$ and heavy. A prime 600 mm f4.0 lens is nice, but even bigger $$ and heavier.
If you want versatility, go for a 70-200/2.8L zoom and add a 1.4 teleconverter if you really need the extra focal length.
I assume since you're posting here that you probably want it for sports, in which case the IS version is a waste of money. Any situation where you would need image stabilization to get a steady shot, your shutter speed is going to be so slow that the action would be blurred anyway. (The IS only corrects for your shaky hands.) You can get a new 70-200/2.8L non-IS AND an EOS 1.4 teleconverter for less than the IS lens alone.
Or if you want to look like a hardass pro like myself, blow 4 grand on a 300/2.8L that will probably be overkill for your needs. But we'll still snicker behind your back if you don't look like you what you're doing with it.
oops...forgot to get you the price, but I know price is no object when gathering free photos for the demanding letrun freeloaders. Besides...
Helicopter Ben will let you get a great deal when you refinance your house so you can afford it!
Dump those still cams. They are putting high speed electronic shutters and color electronic viewfinders in video cameras next year. The TV companies will roadblock the still picture cam operators and supply still pictures to newspapers. The end of still sports photography has come. The track photogs will have to get a job at the camera store or go back to the old high school teaching job.

I love my 70-200mm f/2.8 L IS. The bokeh is gorgeous, it is sharp wide open and it has let me get some candid shots in very low light that I never would've gotten otherwise.
I find panning with the IS on works fine. It has 2 modes with one for panning that stabilizes vertical movement only. but it works good even in normal IS mode 1.
