Wow, I always considered the River a 70s album, and London Calling an 80s album.
I looked up the River and it was released in October of 1980. I did see Springsteen in November of 78 and he played the song The River. I didn't realize it took that long for the album to come out.
Wiki says that London Calling was released in December 79 in the UK and January 80 in the US. Based on the US release, Rolling Stone magazine named it the top album of the 80s.

You're going to have to change your handle or change this answer to Never Mind The Bollocks Here's The Sex Pistols.
My list:
60's - The Stooges - Iggy (Pop) and the Stooges
70's - Never Mind The Bollocks Here's The Sex Pistols
80's - Substance - Joy Division
90's - The Globe - Big Audio Dynamite II
00's - Dying To Say This To You - The Sounds
Thank God Iggy's first album came out in 69 or I wouldn't have had one for the decade.
60s: Abbey Road (released at the end of 69)
70s: A Night At the Opera
80s: London Calling (released December 79, oh well)
90s: Weezer (Blue album)
00s: American Idiot (many different choices, only time will tell which is best)

London Calling is a bit of a cop-out, but I couldn't decide between that and The River. If it makes any sense, I've only listened to the UK version of the album so I used that date, although if I had been alive when it was released, I'd have only had access to the one released in '80 in the U.S.
