All-America goes to the top runner's in the NCAA, regardless of nationality of the runner. All-American goes to the top American runners in the NCAA.

It is All America.....the All America awards are not awarded by the NCAA, they are awarded by the US Track and CC Coaches Association. They go to the top eight American runners.....and the top eight finishers if there are foreign athletes in there as well.
Perhaps there is another organization who puts out All American certificates, or it is another sport.....each sport has their designation.
I don't think you quite got the spirit of "irregardless"
