Less scholarship money. Men's teams have less money to spread throughout the whole track team so they have fewer top distance runners. For example Purdue gives almost nothing to distance for track so their xc team stinks.
In order for a Men's programs to make it to nationals they need to focus more on distance and all the Big Ten teams do not do that. The Mens teams do not have the luxury to have a well rounded program like the Women do.
It has always baffled me why xc scholarships must come from the track and field pool of scholarships. Why not make them separate? They are, after all, separate sports. It would not affect equality between men and women, either, if both men and women can offer. And if the women are allowed more scholarships, just as in track and soccer and lacrosse and so many others, then it could possibly push the scholarship opportunities further in favor of women.

Think how bad the disparity would be without Wisconsin. Take out their men and women and (by far) the top men's team and the bottom women's team are gone (well Northwestern does not count).
