Recruiting ok?....

I know that it is illegal to recruit athletes from another school in the IHSA, but what about within the school? Say, a coach wanted to send an email to a kid who wasn't competing in any sports in the same high school that they were coaching at get them out for the cross country team. I'm wondering this because my old coach used to do this at my high school in Illinois, and I'm curious to know if he was breaking any rules. I know Joe Newton at York is famous for recruiting his PE classes, so it seems that recruiting is fine as long as it's from their own school right?

There cannot possibly be such a rule. Why would you even think there would be? Of course a coach can encourage students at the very school where he or she coaches to go out for the team.
