what a strange way of phrasing that sentence OP, but yes I think if Rosa continues to improve he can be better then German. He broke a very strong course record, without pushing very hard, second place was his own brother and there only half way through the season. If he breaks 15 at holmdel by championship season and is only a junior! who the F**k trainned this kid. Sub 15 on any cross country course is great, but at holmdel isnt even something I thought was possible...let alone for a 16 year old boy.

but the only thing is i don't think he'll be able to match German's 1600 , 13 seconds from a mile is pretty tough

That only shows how frighteningly strong their competition is. Verzbicas, Wills, Gedyon...and all of these will be back next year as well! (Also, they might run NXN over Footlocker, in which case they definitely won't win FL.)
To return some sanity to the discussion, while Joe Rosa broke a strong course record by a big margin, Fernandez broke a stronger record by a bigger margin. Rosa is still in the middle of his junior season, so there's more to come from him, but let's not get ahead of ourselves. Is he better than Fernandez? No way. Will he be better than the 2007 Fernandez in 14 months' time? He has as good a chance as anyone.
On the track,Rosas probably never anywhere near where German went.
But German not only did not even make FL as a junior, he was trounced as a senior in XC,by 19 seconds by a guy no one will say is an All Timer in Fout. He has always been a better track guy than XC guy.
Not saying he cannot an NCAA title but in HS he laced 'em up and came up empty.
