just a quick question for anyone who knows track and field rules....
if a runner has a long winning streak and they come in 2nd or 3rd place during the quarterfinals or semifinals but then win the finals, does their winning streak end? or do the semifinal races dont really count?

Agree. Winning streaks are based on winning *competitions*.
OTOH in my opinion if you contest an event and, for whatever reason (injury/dnf, dq, don't show up for the final, false start, or just plain get beat), your streak has ended. I once was in a 50k where I was DFL from the gun to the finish, and I still beat more than half the field--they quit.
