That would be incredibly awesome. I bike to work anyway, but bike only roads would be supremely cool.
To (not) answer your second question, Los Angeles is definitely NOT the best biking city in the U.S.
I would not, simply because it would still be 20+ miles both ways and I don't have that kind of time or energy.
you need
1) flat sections of road w/ no cars, rules of the road etc and
2) bikes that are more conducive to people who work e.g. recumbents.
recumbents can get up to 50-80km/hr w/ a lot less effort. Not so great for climbing hills, but they are much more efficient
Tricycle recumbents would be best - stable, covered, fast.
No way would I bike to work! I don't even like to drive through that neighborhood, forget biking!

Detroit, but not the suburbs. Anyone who has biked in the city can attest to many bike-friendly streets. I know Detroit has a little crime problem, but that is limited to certain areas and certain times of day.
