Do you have the calendar on Outlook. If so, set up a recurring appointment. You will get a reminder pop up every week.
just use the calendar, you don't get an email, but you can set pop-up reminders.

Either appointment or meeting request have an email notification feature.

Don't set one of those, they are tricking you. Your computer will catch the HTML if you do that. It won't ever be the same. It is one of Outlooks biggest flaws, unless you have downloaded the patch.
Use your internal combustible to regulate the time sphere for whatever message you need delivered.
