That attracts athletes with better comparative times elsewhere to it?(Barringer in the 1500 or Fam in the 5k)
Well, I'm not sure that runners who better in other events try steeple, I think is more like athletes like Fam, Barringer and Willard are examples of athletes who first hit the elite level in steeple, then in open events.
Since many athletes don't want to try steeple (for a variety of reasons), the pool of athletes is smaller, meaning an athlete who can develop solid hurdling and water jump skills can reach a potentially higher level than in a flat event, even if they may be sub-elite in flat events.
I'm actually suprised that more athletes (like 3:36-3:40 1500m guys), don't try steeple to increase odds of making it to WC's or Oly games.
