I have two possible reasons for why Jager didn't make the finals.
1. His hair prevented him from being able to hear his splits being called.
2. Without his mentors (Solinsky, Teg) he had no idea what to do.
I'm leaning towards the second.

He didn't make it because he wasn't lucky to be in fast heat to have a shot. Lagat could make it in either as could Teg I think. If Solinsky was in heat #2, he would not have made it either.
Lagat is a proven stud.
Teg is a very solid 13:10-type guy so has some wiggle room.
Solinsky is a 13:20 guy so needs help with heats.
Jager has broken 13;30 one time in his life.
This isn't a knock, but these are the facts strictly on the WORLD scene.
How can you be a 13:20 guy when you have a PR of 13:12?
I am leaning towards that he just isnt good enough yet. Time will get him there but hes not yet
Solinsky has ran 13.12 and then also 13.17 this year at mt sac. I am sure he would have been in the mix (like he was in heat one) in either heat.
two Jager has broken 1330 twice (standford then usatf). not saying he would have made it in heat one, but I bet a more even pace would have been easier for him.

Did you even watch Jager's race, and watch his post race interview before posting the above?
Or did you just see the heat sheets?
Because you are totally wrong.
He was as exhausted as Rupp when he finished.
He just didn't have it on the day, and the heat got to him.
German would have made the finals.
Are you sure he didn't make it because all the Africans are on drugs or were being mean to him?
I agree. the second heat was run like a fartlek, alternating between fast and slow 1k splits. It's difficult to run that way when you have to put together your best race just so you can make the final.
How bout Jager is a 20 year old who this year has jumped from a 3:41 1500 performer to a 3:54miler/7:41/13:23? performer?
If we decide that his WC heat was his "worst" race all year, well, running a fartlek-style 13:39 as a 20 year old is hardly something to be all too worried about.

Sorry, but no. I'd be surprised if German made to World's without his body giving up. He had way too much under his belt this year to even have a chance. Also note the way Jager handled German at Stanford. He's a good athlete, but would not have made it to the finals.

3. He doesn't have a mullet.
