Try to find some stirrup pants. The stirrups stretch them out to make them longer.
I have worn SportHill original style stirrup pants for ages. I am comfortable in them, without a second layer, for the majority of the winter (temps rarely below the low 20's).
They come in long sizes. Don't know how gangly you are, but I have a 36" inseam and they fit fine. They have ones without stirrups as well, but have never tried them.
