Wow, I didn't know it was that specific. I thought they just took it something like once a week all the time.

Yeah, it's much more complex than that--though what you wrote pretty well describes a lot of athletes' schedules 30-40 years ago (as long as you substitute "daily" for "weekly").
Conte touches on something in passing that I think is important. The drugs mostly *promote recovery* or *increase workout capacity*. The drugs, by themselves, do not (much) make someone faster; the increased speed comes from the increased volume, intensity, and frequency of training that the drugs permit.
lease I am sure that there are boosters, however those are more easily detectable.
Pumping someone else's blood into you may be consider a boost? Is this not what was taking place in cycling?

What? No ZMA?
This is so scary. I've alwas had quite an open mind about doping in track and field but reading that letter shows how bad the problem is. To be able to take banned substances just an hour before a race and still pass a test is unbelievable.
I hope I'm wrong but this makes me believe that so many athletes are beating the system. Conte has nothing to lie abot anymore and he says that Olympic finals are almost entirely dirty. Have any distance runners been linked to BALCO?

This information should be very encouraging to distance runners. Drugs do nothing but enhance recovery. Drugs do not make you faster, HARD WORK and RECOVERY make you faster.
Guys like Brian Sell or Jerry Lawson may not have had as much natural speed and endurance, but have a huge talent for load and recovery.
Get out there and run, kids.
Seven drugs. Talk about useless testing authorities.

If they do nothing by themselves, then how do they help a baseball player hit a ball?

They don't, but when they hit the ball, they hit it harder. The ball goes faster and or farther, resulting in more base hits and home runs.
Conte is basically calling the USADA fools for not allocating their testing efforts during the windows that would most likely catch dopers. This is a breath of fresh air.
"In summary, it's my opinion that more than fifty percent of the drug tests performed each year should be during the off season or the fourth quarter. This is when the track athletes are duckin' and divin' and using anabolic steroids and other drugs. Let me provide some rather startling information for your consideration. If you check the testing statistics on the USADA website, you will find that the number of out-of-competition drug tests performed during each quarter of 2007 are as follows: in the first quarter there were 1208, second quarter 1295, third quarter 1141 and in the fourth quarter there were only 642."
"In late 2003 I advised USADA about the importance of random testing during the fourth quarter of the year. They did initially seem to follow my advice because they increased the number of fourth-quarter tests in 2004, 2005 and 2006."
"However, they failed to continue this practice in 2007. Why would USADA decide to perform only 15% of their annual out-of-competition tests during the fourth quarter? Let's not forget that this is the off season before the upcoming summer Olympic Games. "This is equivalent to a fisherman knowing that the fish are ready to bite and then consciously deciding that it is time to reel in his line and hook, lean his fishing pole up against a tree and take a nap"
Conte is right. The USADA is bordering on f***ing worthless. I've never been a proponent of relaxing the drug rules, but the doping authorities are doing more harm than good if they're so impotent that they can't even catch a person who's using seven different PEDs at once.
