Public schools provide a service. They're not built on reputation, though some have created reputations for themselves.
Now, private schools are another matter.

I never said all public schools were easy to get into... you're right UVA is very good and pretegious public school....
However, most other public schools do have lower standards on the aggregate.
you need to look at the bare minimum to get kids in no the average. I was at a d1 university where they raised admission standards to 18 on the ACT and the basketball coach quit because he said it would be too difficult to field a competitive team.
