I would say that you have to be pretty quick in the mile to break 15 in the 5k. I will use myself as an example. I never came close to breaking 15 in the 5k (personal best of 15:23) yet I ran a 3:48 1500. I would say you have to be able to break 3:44 in the 1500 to be able to break 15 in the 5k, just based on my person experience ;)
That would be having no endurance. A 3:44 for 1500 m is like 4:02 for the mile. And 14:59 is 4:50 mile pace. A 3:44 1500m guy should be able to run 14:20 5k at the slowest I would say!!

I totally tanked in the 5k and it was a 'hang on' effort.

14:53 is 4:46 pace
4.00 for 1500m is near-enough equivalent to 15.00 for 5k and are good targets for 'aspiring' distance runners. They take a lot of hard work to achieve but are not impossible. Obviously at either distance you find variations depending on the strengths and weaknesses of individual runners. I would say that most guys who have run sub-4 are capable of runnign sub-15 (and the other way round) but you will find quite a few guys in the 4.10-15 for 1500m that have sneaked under 15mins for 5k.
i went through in 4:48, 4:48, 4:48, and then had a giant kick.
my 5k pr is 14:58 and my 1500 pr is 4:20 though my mile pr is 4:26.
I was hoping I'd be in the running, but not hardly
14:37 and 4:01 1500 in same season. Top end speed of only 56.
I ran 14:22 for 3 miles which I believe converts to under 15 for a 5k. At the time my mile pr was 4:29
I know its not under 15, but I ran a 15:21 5k last week and dropped a 4:41 mile today :)
I had college teammates that could run 13:50 for 5k and 29:00 for 10k that were 4:16-4:18 for the mile at best.
To break 15:00 they could probably do it in 4:28 mile shape.
a fella i know ran 3:55 (1500m) and then a 13:30 5000 just a few weeks apart

Why do you need to say, "zero speed"?? If you can run 1500 in 4:01, you have some speed!!! How fast does one need to be in the 100, 200 before you will say they have some speed??

Nice try but your last mile would have been faster than 4:47
14:52 and 3:59 for me
I know someone who ran a sub 2 and sub 15 (and sub 8:20) but couldn't break the 4:00 1500 barrier for almost an entire season...until his coach told him to go out with the leaders and expect to feel like you're dying 800m in: 800 split in 2:03 and an overall 1500 time around 3:50.
