Portugal were 3-0 down to North Korea in the '66 QF and won 5-3. Not sure if this is the record though.

the biggest deficit this year was the ivory coast - saudi arabia game where the ICs went down 0-2 in the first 20 minutes and then came back to take the game.. .. not that it mattered though because both were out regardless.
