My mother in law calls it a trivet--it's also used to help disperse the heat from the pan as well. I hope that's what you were looking for.

hot pad, newspaper, briefcase, the cat, take your pick
a charger is like a decorative plate that you put the real plate on top of
a trivet is what you put a hot pot/pan/etc. on top of
Trivet.
That a Trivet is used to diffuse heat is correct but what are Tribbles and Triffids?;)
