If I'm a GS 11 Step 10 making $70,558 annually, does being promoted to GS 12 mean the lowest step of GS 12 I'd attain would be Step 4 at $71,552?
In other words, when being bumped up a grade, do you only go to the lowest step that matches or is least above your current pay?
That sounds about right. But I've only been in the GS system for about a year. Talk to one of the old-timers at work.
"Talk to one of the......at work" They probably won't be at work since it appears that there are two GS employees for every job but talk to one of them anyway.
In your pay scale you would move up to the step that is equivalent or just above the step you were as an 11.

trying to destroy the Postal Service (where I am empoyed), please note that the Senate Bill S 662 was rejected by the Postal Board of Governors, so I am curious as to how other agencies are faring.
Not that anyone is interested, but WE (the rank and file of the USPS) have NO say in postal rates. It is this cockamamie commission (political appointments) who do.
Please also note that we are mandated by law to carry $3.1 Billion in escrow. Not that THAT stopped the late president Ray-Gun from TAKING that money to help pare down the defecit during his reign.
Ray-Gun was also a QUADRUPLE retirement system 'dipper' who made efforts to prevent working people in the Government from being able to collect from more than one retirement system (i.e Civil Service AND Soc Sec) even if they had contributed to them both.
I had to laugh when the GOP house organ, FOXNews, made a big deal about a bunch of PR photos being released for or by the Ray-Gun library.
