There are state champions and local winners without a hope of a national final or even going to a trials meet. They are elite.
Hell, there are USATF medallists who will never make it past round 1 in a world event. They are elite.
Come to think of it, there are US champions who never contended for the win or even a medal at a world event (Hall). Of course they are elite.
It's all relative. Why worry about it? If someone calls a 16:00 guy elite, and you think you deserve more respect because you are a 15:00 guy, be positive and think how elite you must look to that observer.
Agreed that 13:00 guys ("true" elites) seem to treat 14:00 guys with more respect than 14:00 guys treat 15:00 guys (etc). A 16:00 masters guy has more in common with a 15:00 college guy than the 15:00 guy does with an OG finalist, and yet the elite will probably be nicer to the "jogger" than the 15:00 guy will.
