The use of the taser can be disputed, did he need to or did he not? BUT - if she hadn't put herself in this situation, by breaking the law and attempting to run, there would be no doubt she'd be walking around right now. She was wrong not once but twice. I like how everyone second guesses the cop but glances over her actions. She was 100% in control of this situation. Stop making excuses for people and their behaviors.

Completely agree. She could have stopped the situation at any point. 1. don't commit a hit and run. 2. don't run from the cops. The tazering was questionable on some level I think, but legally the cop didn't do anything wrong.
It astounds me that people are so quick to blame the cops and forget about the criminal. They do a necessary and oftentimes very dangerous job. I just googled that 170 cops were killed in the line of duty in 2011, yet there are no threads expressing righteous indignation about any of those deaths.

First off: Has anybody commenting on this story ever been a police officer? I didn't think so.
Second: Does anybody commenting on this story know how a taser really works, and how it affects a human body? I didn't think so.
Third: Has anybody on this thread, while on duty, ever had to arrest a deranged drug addict? I didn't think so.
Fourth: Anybody commenting on this thread been trained in defensive tactics, as well as this Department's/Florida's use of force continuum? I didn't think so.
It is unfortunate what happened to this woman. The armchair experts on this board can whine and say "The pig should have done this/that" "Boo Hoo, we live in a police state" or "It's a cover-up! Conspiracy!" when they have never worked in law enforcement, nor have any idea what governs an officer's use of force decision making.
No officer goes into work anticipating or wanting to kill someone. In the event that they do, even if the situation was cut and dry, they will be sued. They will be sued for any number of things. And in the age of dashboard video cameras and cell phone cameras, their actions will be recorded. So when it is time to go hands on with someone, you can bet 9/10 officers are going to make sure they're doing it by their department's standards.
It is easy for the sniveling, hyper sensitive weasels on this board to criticize an officer from the safety of their home computers. It's not going to be them jumping out on a corner of dope dealers, working a wreck on a highway while people are buzzing their doors doing 80+ MPH, working a knock down, drag out bloody domestic, stopping a vehicle at 2AM that just left the scene of a burglary... you get the picture.
Do you enjoy living in a reasonably safe society? Who or what do you think maintains that? The goodness of people? Community programs? (Yes, this question is rhetorical).
Your local, state, and federal law enforcement do. Without them it would be survival of the biggest and baddest (look at areas that don't have functioning law enforcement: places in Mexico, Africa, etc.) and nobody would want to live in a society like that. If you think "people will just get along", you're either extremely naive or stupid.
I believe the police should be criticized. In this case the officer was in the right.
One of the other posters brought up living in a civilized society. Society, particularly American society, is no longer civil. That's the breaks.
Americans now have the society they've always wanted: a society where criminals/drug addicts/miscreants, are no longer held responsible for their actions.
I dont understand why people are having such a hard time focusing on one thing here. If this person had run out onto a ball field or had murdered 30 babies it doesn't make a difference how the cop should have handled himself. With the information that he had he should have responded a certain way and he didn't. There was an unarmed HANDCUFFED 100lb girl trying to run away. Tasers are deemed a form of less lethal force. They aren't just an easy way to lay someone down. I remember reading an article saying close to a thousand people die every year from being tasered. They are lethal if they kill people. They are just less lethal than a bullet in/through your body.
His response was not based on what was right or what was prudent. It was based in not wanting to move to subdue her. So he weighed the pros and cons. I could stand here and not have to do anything and bring her down with a taser (although she could theoretically die) or I could go grab her in a bear hug and bring her back physically (although that could make me sweat a little theoretically). He made the wrong decision cut and dry.
What no one has addressed - was Tasering "excessive force" in this case?
Also, were her hands handcuffed behind her back?
I read posts like yours and it makes me cringe. The hero bit has got to stop. Everyone that's ever worn a uniform is not a hero or a martyr for the success of American society.
There are aspects to your post that are credible, and deserve to be validated. Not many people understand the dangers of the job and very few fully appreciate the situations that police officers find themselves in. It's reasonable to assume that a police officer has the training, knowledge, and hopefully experience to appropriately use force to protect themselves, and secondly, the people they're trying to arrest.
That's fair. We don't know the full context of this situation, but there are a lot of aspects about how this particular officer handled the situation that leads me to believe that it's just carelessness.
First, he had her handcuffed in the front, a no-no. Secondly, he had her sitting in a conference room doing paperwork and never had her handcuffed to a stationary object. Thirdly, that Taser is out and ready before he even got out the door.
My point is this; what happened to this girl is an accident. Plain and simple. I clearly don't think he meant to hurt her any way. With that being said, I would expect a trained veteran of 15 years to be able to handle a 100 pound female in handcuffs better than this. He deserves to be criticized and he deserves to be an example of how taking the easy route has consequences...
As for the job in itself... I think it's ridiculous for any cop to pull the "I'm out there saving you from the criminals" card. What a crock of shit. It's a job. If you don't like it, quit. I can understand a level of cynicism that comes with dealing with the scum of society on a daily basis, but if we're making broad generalizations about the merits of police work, then I'll give you some of my own...
There are more shitty cops than good ones. Most urban cops want the pension and care more about overtime more than they care about preventing crime. In most cases, being a cop is a great way for high school graduates to get a well paying job with benefits, then play the "I'm doing it for you card"... yea, like every soldier joined the Army to fight for my freedom...
That's not to say they're aren't great cops out there. And I don't want to take anything away from any one in any job that does it and does it well, but one of the most important characteristics in any job is integrity and owning up to your mistake when you put someone in a brain dead state is one of them. It's an accident, but that doesn't mean that it couldn't have been prevented.
And I have siblings who are police officers and brothers who are lawyers, so I understand the daily plight of the legal system and the amount of responsibility and criticism they receive... but at the end of the day, that's what your trained for.

If he couldn't subdue a handcuffed 120-pound woman just out of arm's reach without resorting to deadly force, he wasn't qualified to work as a cop.

Yikes - this string shows some of what's wrong with our country. I'll attach a couple of links for reading. One very sobering fact - according to the DOJ, the per capita incarceration rate in the US went up by a factor of five from 1970 to 2007. In other words, you are 500% more likely to be in jail or prison in 2007 than 1970. Oh yea, it costs from $100 to $150 per day to keep someone locked up.
