And there's no attempt by a coach to discourage this behavior. In fact, you can tell that the coach is trying to pace him but simply can't keep up.
Well, as an actual track official and not some bitchy curmudgeon such as yourself, I deem it an act of spontaneous excitement - and nowhere near 40 meters - just as the actual officials at the meet that day. Opposing coaches have it within their rights to protest an interpretation of the rules if they like, which they did not, so you can sit and scream, a la Bob Uecker "He missed the tag, he missed the tag!" all you want but you are, in fact irrelevant, and terrible for the sport to boot.
As a coach, I wouldn't want my kids that close to the infield or moving at all while cheering and these kids would get an earfull from me. As an official, however, no violation. Now why don't you go back to checking for belly rings on the girls so you can get all steamed up about something else.
