Again 804 is not part of the DC metro radio broadcasting area so you won't hear about the DMV.
I live in the area and know of the term but never have used the term or really heard anyone use the term in person.
But I have heard it on the radio. I think I have even heard it used by a DC 101 DJ (but he's half black).
Basically, it's a black thing, you wouldn't understand.

The short answer is that you can, but the long answer is that DC has certain rules to protect smaller, independent businesses. Safeway, for instance, can only sell alcohol at one of its locations unless petitioned hard by the citizens (which is why alcohol is sold at more than one of the Whole Foods now). So in your scenario, the convenience stores must be chains that are selling elsewhere. In Glover Park, I bought beer at all kinds of convenience stores.

My old commute! I miss those rides up the escalator to/from hell. The best was when it would break in the summer and people would be passing out left and right. Fat people HATED that. The line for that one little elevator would be like 45 minutes long.
Does the D-M-V include Charlottesville?
