That is not a rule.

The implied operational sign between the 2 and the (9+3) is a multiplication sign.

You agree because you "multiplied" 2 times 9 and 2 times 6.

You don't start by distributing anything outside the prantheses you start by doing the operation inside the parentheses.

So after simplifying the (9+3) to become 12 your next step will be to go the LEFT and divide 48 by 2.

In any multiple choice there can be only one answer.

Choices 1 and 4 could both be correct because 4 contains 1.

It would be like saying, which of these groups of people are Beatles:
