For the high school records (i.e., the high school federation) it needs to be high school competition, so that does not pass muster.
For T&FNews, they distinguish between marks made before and after the end of the year, particularly when the athlete finishes school competition. I am not certain what they list, but I doubt that they have Rupp's 5000 mark listed as the high school record, although they will have it as an age-group mark.
Finally, updating the database of records is not exactly an instantaneous process, especially when the marks have some issues, such as being set in mixed-sex competitions. And, since she did not win, some organizations would not recognize a mark as a record if they did not win (for good reason because they relates to lack of precision in the timing of races where first would get three watches by other places only one, so the probability of an error was much higher).
In the eTrack Newsletter results for the 2010 World Junior champs, they list Sisson as finishing 6th in 15:48.91, which they note is a new HSR. TFN just forgot to update their records page.
To 26mi235: I'm not sure what you are talking about:
--Rupp's record is listed by TFN. Their record page gives the cutoff date for records as August 31 after their graduation.
--The not winning caveat probably disappeared around 1935. Hint: if the time is listed to the thousandths, they probably don't have a bank of old guys frantically clicking stopwatches for the finish time.
[the second-place comment is given for context of a comment on a related thread, but it certainly is many decades more recent than the 1930s, as you should know (and the hundredths are no indication of auto timing, as many stopwatches have them).]
