I do live in Oregon, and have bike toured on the coast multiple times. The northern section is definitely pretty cushy when it comes to generous shoulders. The tunnels even have buttons to turn on "warning slow traffic" lights.
And you are right, the north has far less commuter traffic, and much more relaxed beach tourist traffic. RV traffic was heavy, and a lot of those folks have no business driving those behemoths.
