XC or Track? I used to do the same thing in XC. Never train in the summer, show up and workout for a few weeks, run one maybe two good races and kill workouts, then burn out.
Workouts are pointless if you don't have a base. You'll see some short-term improvement, sure, but you'll never be able to compete well over a whole season. Over-performing in workouts is also one of the dumbest thing any runner can do. You're just wearing yourself down with no base to hold it together.
Run your workouts at the pace you should be, i.e. the pace you race at, not the pace you want to race at. Also, train next summer.
